Sam Beard began his career in public service as a Staff Associate to then U.S. Senator Robert F. Kennedy in 1965, working to revitalize Bedford-Stuyvesant, a low-income community in Brooklyn, New York. In 1969 he founded and became chairman of the National Development Council (NDC), a national non-profit organization dedicated to redeveloping urban and rural low-income communities. In addition to his continued work as Chairman of the NDC, Mr. Beard created and chaired programs for each of the last seven Presidents of the United States –Nixon, Ford, Carter, Reagan, Bush, Clinton and Bush.
